The Housing Policy Leadership Academy is an intensive learning opportunity open to future and emerging leaders in the San Diego region who are interested in a variety of housing topics including housing policy, finance, urban planning, design, equity, and advocacy. Those who are new to housing, as well as those who are experienced in housing policy but are looking to expand their knowledge, are encouraged to apply.

Through this program, LeSar Development Consultants and the San Diego Housing Federation are collaborating to expand and develop San Diego’s network of informed, passionate housing policy advocates committed to creating healthy housing markets for all.

Agenda

The 8-week program will include a varied curriculum with hosted networking hours and guest speakers who bring both insight and expertise on the following topics:

Session 1: Why Do We Need Housing Policy and Leadership?

Get an overview of the importance of coordinated leadership in housing policy, and explore the unique history of the Jacobs Center and its redevelopment work in the heart of Southeast San Diego.

Session 2: Finance, Capital Markets, Market Rate, Affordable Housing

Learn about different financing structures for developing market rate and affordable housing from a panel of local housing developers.

Session 3: Planning and Housing Elements

Discover how the regional housing needs assessments help to forecast and plan for housing demand, and how these projections integrate into each community’s Housing Element.

Session 4: State and Local Policy

Find out about state and local policies related to housing development, and hear from elected officials as they share their goals on increasing the housing inventory and creating more affordable options in the region.

Session 5: Federal Policy and Housing Economics

Explore housing policy at the federal level with a focus on economic cycles, and gain a broader sense of the housing field and how federal policy affects local regions.

Session 6: Equity Issues

Examine Fair Housing laws and issues of discrimination and inequality in housing. Speakers will discuss hot topic issues such as redlining, NIMBYism, and segregation, as well as the role of nonprofits in addressing these issues.

Session 7: Design and Construction

Meet with architects and designers who have built housing projects in the region, and learn about the design components that lay the foundation for the construction process.

Session 8: Urban Planning and Design

This session will synthesize the previous sessions and illustrate the urban planning process for housing. Speakers will share the unique challenges and opportunities of designing communities that provide quality and affordable housing for all.

Details

Sessions will be held every Monday from 4:00 p.m.-7:00 p.m. from September 11th through October 30th, with networking sessions that will include industry leaders from across the region. All sessions will be held at LeSar Development Consultants (404 Euclid Ave., Suite 212, San Diego, CA 92114).

Tuition for the academy is $100, which covers the cost of food, beverages, and program materials.

The selection process is competitive. The program is expected to receive more applications than spots available.
